made an unauthorized use of our copyrighted work. It used
the Equine Color website as the basis for it's new website

Letter From AQHA President - Regarding Rule 227(c), "The
White Rule" - 10/16/03
The first item relates to a proposed compromise with respect
to rule 227(c) of "AQHA's Official Handbook of Rules and Regulations,"
the so-called "white rule." I am sure that many of you are
aware that the board of directors last March at our convention
in Anaheim voted in a close vote (only a nine-vote difference)
to continue the enforcement of rule 227(c). Because of the
closeness of the vote at the convention and the high level
of emotion on each side of this issue, the committee believes
it is in the best interest of AQHA that the association reaches
compromise on this issue and move on to other important business
matters.
The proposed compromise will be on the agenda for the convention
in March 2004 in Reno, Nevada. The proposal is as follows:
1. A numbered American Quarter Horse bred to a number American
Quarter Horse will result in a foal eligible for registration
by AQHA.
2. A foal with white outside the presently prescribed limits,
after parentage verification, will be registered in a new
supplemental registry.
3. Horses registered in the supplemental registry will be
eligible to race and perform in AQHA-approved performance
events. However, they will not be eligible for halter classes.
4. Foals resulting from the breeding of a supplemental registry
stallion to a supplemental registry mare will not be eligible
for registration with AQHA.
The establishment of this new supplemental registry is not
to be confused with the present appendix registry. Number
American Quarter Horses and supplemental registry American
Quarter Horses bred to appendix horses in the traditional
registry will be eligible for registration, either as traditional
appendix or supplemental registry, depending upon white markings.
We have contacted each member of the board of directors concerning
this proposal. I hope that you as members will contact your
directors, members of the stud book and registration committee,
members of the executive committee and AQHA staff to express
your thoughts relating to this proposed change.
Just remember, this is a compromise. There was a lot of give
and take involved in arriving at the proposal. I commend the
members of the committee in laying aside their own personal
preferences in arriving at this proposal. Let us know how
you feel.
UC Davis Adds New Color Testing
UC Davis is offering two new horse coat color tests. They
now offer Cream Dilution and Agouti (Bay/Black) in addition
to the previously offered tests for Red Factor, Lethal White
Overo and Tobiano. Prices have also changed. Cost is $50.00
(US) for one color test, $25.00 for each additional test,
per horse. Testing for Tobiano is not included in these new

New Equine Color Genetics Book
Dr. Phillip D. Sponenberg has published a new book in May
2003. This is a revision of the book published in 1996 with
the same title. You can order online through Amazon or Barnes
and Noble for $59.99.
Silver is Confirmed in Quarter Horses
In October of 2002, the Silver gene was been confirmed in
the Quarter Horse breed. A stallion named Bar U Champ Binder
was producing foals that were an "odd" color. His
owners had him red factor tested and he tested "E"
or he has a Black base coat. As is common, his Silver Bay
color was mistaken for Chestnut and only upon producing foals
inconsistent with that color was he tested and found to be

Photo Albums
There may be a problem adding photos to some of the photo
albums. This is because some of them are full (only 50 photos
are allowed). We're trying to think of a better way to do
this that will continue to be free and allow users to upload
their own photos.
